I wasn’t completely sure about the supervillain’s identity, so I ran IKa’s commentary from the original comic through Google Translate, and found out that it’s Juggernaut from the X-Men comics.
This comic marks the first appearance of X-Locks’ dad, who bears a striking resemblance to a certain Microsoft founder. Dad protagonists became a popular trend in Western (and Western-focused Japanese) games during this generation, so like Triple’s leeks, perhaps this was an unintentional bit of foresight on IKa’s part.
Finally, note the posters of Whee! and Dee S. at the counter in the first panel.
